Pingchuan District of Baiyin City is a typical resource-based urban area, where coal is used to establish enterprises and enterprises are used to establish districts. After more than 50 years of underground mining, discontinuous damage, mainly surface cracks and collapse pits, has been caused, resulting in the collapse of farmland, severe damage to underground water systems, surface buildings, and infrastructure. The local area has to face a series of problems such as land collapse, groundwater level decline, abandoned farmland, and difficulties in people's production and living. In recent years, the Pingchuan District Committee and Government have been committed to solving prominent problems in the difficult lives of people in coal mining subsidence areas, agricultural production conditions, and social stability. They have mainly implemented relocation projects, water diversion and irrigation projects, reinforcement and maintenance projects for damaged residential buildings, and strict geological environment restoration and treatment projects for collapsed mines. The financial difficulties at the district level and geological disasters such as collapse have not been effectively solved on a large scale. The accumulated old problems have not been solved yet, and new and larger problems have emerged one after another. The scope of damage and the resulting problems are gradually expanding, which not only seriously affects the production and social stability of residents in the region, but also restricts the sustainable development of the entire economy and society. To change the economic structure that relied excessively on the development and utilization of mineral resources in the past, it is necessary to reconfigure resources.
Gansu Dongxiang Modern Agriculture and Animal Husbandry Technology Co., Ltd. has implemented the Xigratan Environmental Improvement and Planting Base Construction Project in Pingchuan District, Baiyin City, Gansu Province, in order to improve the damage caused by coal mining subsidence to the regional environment and ecology, restore the original land cultivation capacity, improve the agricultural production and living conditions of surrounding farmers, and enhance the level of agricultural and economic development in the coal mining subsidence area.

The project area is located in Xigratan, Pingchuan District, Baiyin City. Through comprehensive ecological environment management and land reclamation in the coal mining subsidence area, 10000 acres of damaged and collapsed land have been repaired. Build 2000m ³ One transfer reservoir will be developed for efficient and water-saving irrigation. After land reclamation and improvement, 4000 acres of silage corn, 1000 acres of oats, and 5000 acres of alfalfa will be planted.
4. Construction content
Repair and improve 10000 acres of damaged and collapsed land in the core area of Xigra Beach in Pingchuan District, Baiyin City; 10000 acres of high-efficiency water-saving irrigation facilities will be constructed as supporting facilities; Supporting construction of 10km field roads, including 4km main roads and 6km tractor roads; Supporting construction of 2000m ³ A transfer reservoir and a supporting control room of 9m ², Install 1.0km of power supply lines and 21km of water supply pipelines; 400 acres of windproof forest belt will be planted for supporting purposes. It promotes economic forest belts with windproof and sand fixing effects suitable for planting in mining areas and forage grass with strong adaptability to soil environment. In the future, a beef cattle breeding base will be established to create an ecological agriculture system industrial chain in the mining area, forming a symbiotic, circular, and complementary sustainable development ecological industry model.

After the completion of the project, the current ecological circular agriculture has replaced the original mining industry. This project is a new construction project. 22000 acres of land have been transferred in the coal mining subsidence area of Gonghe Town, Pingchuan District, and 10000 acres of land have been leveled and equipped with efficient water-saving facilities.
