Background and Objectives of Construction

Due to long-term coal resource development, various geological and environmental problems in Pingchuan District have become increasingly prominent, causing serious damage to local land resources and ecological environment, seriously affecting local economic development and social stability. The main task of this project is to restore vegetation in the coal mining subsidence area of Longfeng Mountain, renovate and update the water supply facilities within the project area, provide supporting field drip irrigation facilities, and increase artificial nurturing and management measures, in order to solve the problem of irrigation water for ecological forests in the project area, improve the survival rate of afforestation, improve the water supply conditions in the project area, and increase the water supply guarantee rate, thereby governing and improving the geological and ecological environment of the mine, and building an ecologically livable new Pingchuan.

2、 Construction scale and content

The main construction contents of the Longfeng Mountain Ecological Restoration Project in Pingchuan District include afforestation engineering, road engineering, water-saving irrigation system, and other basic supporting facilities. 1. Forestry engineering

According to on-site surveys, the Longfeng Mountain Ecological Restoration Project in Pingchuan District covers a total area of 4382.0 acres in the implementation of afforestation projects in Brother Village, Zhonghe Village, and Maobula Village. Planting 78974 lateral cypresses, 97750 black locusts, 10274 red willows, 37727 golden elms, 177289 purlins, 83581 Chinese pine, and 79793 purple locusts, a total of 565391 plants.

2. Road engineering

In order to improve the quality of forest maintenance and the requirements for forest fire protection, a fire passage is designed in the green area. A new 4.5m wide concrete fire road of 1720m, a new 4.5m wide mud stone fire road of 2906m, and a new 2.5m wide mud stone fire road of 4274m are constructed in the project area.

3. Irrigation engineering

To ensure the irrigation and water supply needs of ecological forests in the project area, two new water storage tanks with a total volume of 40000 meters will be built in the project area ³、 Build 3 new pumping stations, 1 new booster pump room, 168 new inspection wells, and 149 new drainage wells. Build one new agricultural and forestry management and protection building.

Construction period and schedule: The preliminary calculation of the total construction period for this project is 24 months, including a construction preparation period of 2 months, a main construction period of 20 months, and a completion period of 2 months.

3、 The necessity of project construction

After years of mining, the area of coal mining subsidence in Pingchuan District has continuously increased, and excessive production and operation activities have led to the discharge of mining wastewater and waste residue occupying land, damaging surface vegetation, and affecting the surrounding ecological environment, accelerating the deterioration of the local ecological environment. Large areas of ground subsidence have caused damage to residential housing, public facilities, and large areas of farmland. Due to factors such as ground subsidence, large-scale open-pit stripping, mining waste rock and slag occupation, and indiscriminate rolling by coal transport vehicles, the forest land in the mining area has been destroyed, and some high and steep gangue hills have hidden dangers of instability, sliding, buried vegetation, and cultivated land. Under long-term weathering, it is easy to form a source of supply for sandstorms, exacerbating soil erosion and land desertification. Causing damage to the integrity and ornamental value of the terrain and landscape, and causing long-term harm to the cultural landscape. The groundwater level in coal mining subsidence areas has significantly decreased, causing significant impacts on local production, daily life, and ecology. The implementation of this project can increase efforts in vegetation restoration, create a green Pingchuan and livable home, and ensure the safety and well-being of local residents. The construction of this project will be of great significance for ensuring ecological security in Pingchuan District and addressing ecological environmental issues in coal mining areas.

The construction of this project has not received any investment from the central budget, nor has it applied for any other investment from the central budget. The construction of the project meets the support direction and requirements of investment from the central budget, so the construction of this project is necessary and feasible.

4、 Implementation of project construction conditions

The feasibility study of the project has been approved (Pingfa Gaifa [2022] No. 375); There is no need to handle land pre examination and site selection opinions.

5、 Investment estimation and funding sources

The estimated total investment of the project is 104.9353 million yuan, including a construction project investment of 42.0859 million yuan, a mechanical and electrical equipment installation project investment of 9.8436 million yuan, a metal structure equipment and installation project investment of 26.8212 million yuan, a temporary project investment of 2.308 million yuan, an independent cost of 8.669 million yuan, a basic reserve fund of 8.9726 million yuan, an immigration environment investment of 2.2786 million yuan, and a construction period interest of 3.9585 million yuan.

6、 Funding implementation status
