The clean utilization project for coal storage and transportation transactions in Pingchuan District, Baiyin City is located in the southern district of Pingchuan Economic Development Zone (formerly south of the Jinjin Station). It is constructed by the Baiyin Pingchuan Economic Development Zone Management Committee, with a total land area of about 600 acres and a total construction area of 85400 square meters. The estimated total investment of the project is 460 million yuan.

The main construction contents include: a trading office area, a newly built reinforced concrete frame structure comprehensive office building of 2268 square meters, a reinforced concrete frame structure employee cafeteria and activity center of 1920 square meters, a reinforced concrete frame structure employee dormitory of 5880 square meters, a reinforced concrete frame structure trading office building of 1100 square meters, a reinforced concrete frame structure guesthouse of 2940 square meters, a reinforced concrete frame structure weighing room of 25 square meters (with 2 supporting weighing foundations), a reinforced concrete frame structure guard room of 60 square meters, and a reinforced concrete frame structure public toilet of 30 square meters. In the coal storage area, one new gantry steel frame structure train unloading station, one transfer platform room, two gantry steel frame structure drive machine rooms, one frame shear structure 1 # transfer station and raw coal sales warehouse, one frame shear structure 2 # transfer station, a closed circular coal storage warehouse with a total capacity of 1 million tons, 15 underground concrete structure coal receiving pits, one steel frame structure train quantitative loading station, two frame shear structure car loading warehouses with an area of 384 square meters, one gantry steel frame structure car coal unloading station, and one two-story reinforced concrete frame structure medium sample laboratory will be built. A clean coal preparation area will be established, with one newly built coal preparation plant with a scale of 1.2 million tons/year, one high-efficiency coal powder plant with a scale of 200000 tons/year, and one clean coal plant with a scale of 200000 tons/year. A container parking area with a newly constructed land area of approximately 48900 square meters. A new parking lot with a land area of approximately 29300 square meters will be built, with 215 parking spaces for small cars and 201 parking spaces for container freight vehicles. Supporting infrastructure includes 29500 square meters of road hardening, 34900 square meters of greenery, 45200 square meters of paved land, a new 3.9 kilometer wall, and one electric retractable gate.

After completion, this project will become a coal reserve base for "West East Coal Transportation" and "North South Coal Transportation", improving the stable supply capacity of coal, constructing a coal power supply guarantee system, and ensuring national energy security; Promote clean and efficient utilization technology of coal, synchronously drive the development of industries such as production, distribution, sales, and delivery, solve the employment of local surplus labor, and lay the foundation for the high-quality development of green transformation in Pingchuan District.
