The underground parking lot (civil air defense engineering) project in Pingchuan Economic Development Zone, Baiyin City is located east of Guangchang Road, west of Kaifa Road, and north of the extension of Jianshe Road in Pingchuan Economic Development Zone. The legal entity of the project is the Housing and Urban Rural Development Bureau of Pingchuan District, Baiyin City.

The total planned land area of the project is 54854 square meters, and the total construction area of the underground parking lot (civil defense engineering) is 40010.9 square meters. This project is based on the principle of "combining peace and war": the underground parking lot, storage, and equipment room are used for civil defense needs in peacetime, and a total of 1052 vehicles can be parked. During wartime, it was established as a centralized and multifunctional civil defense project, including second-class personnel shelter, professional team engineering, third class ambulance stations, and material warehouses.

The construction of basic supporting engineering includes building, structure, communication, alarm, water supply and drainage, fire protection, ventilation, regional power station, etc.

The estimated total investment of this project is 219.355 million yuan. Among them, the construction and installation cost was 193.6041 million yuan, the other construction costs were 17.3141 million yuan, and the reserve fund was 8.4367 million yuan. The funding comes from various channels such as applying for national investment and local government support.

With the rapid development of urbanization and the continuous improvement of residents' living standards, the number of urban cars has significantly increased, and the problem of insufficient supply of parking facilities has become increasingly prominent. It occupies public resources such as non motorized lanes, affects traffic flow, and restricts the further improvement of the quality and management service level of the city. According to the "Thirteenth Five Year Plan Outline for National Economic and Social Development of Pingchuan District, Baiyin City", the construction of this project is a need for the overall planning and construction development of Pingchuan District and an urgent need for residents in the service area. It is also a demand for energy conservation, emission reduction, and the development of new energy vehicles, which can improve the living environment of residents and the urban protection engineering system.
