1、 Project Overview Project Name: Wangjiashan Road Renovation Project in Pingchuan District Legal Person: Li Bingguo Construction Background and Objectives: Pingchuan District is located in the central hinterland of the Eurasian continent, with Liupan Mountains in the northeast and Qinling Mountains as barriers in the southeast. The warm and humid air flow in the southeast is difficult to reach, resulting in low rainfall and dry climate. Located near the Tengger Desert in the north, the area is open and without high mountain barriers. The Siberian cold current is easy to invade, so the winter is cold and long, with frequent damage from wind, sand, and frost. Due to the influence of altitude within the territory, two different climate zones are formed: southeast and northwest. The annual average temperature is 8.2 ℃, with a large temperature difference between winter and summer. The average annual precipitation is less than 200 millimeters, the evaporation is 1700 millimeters, the annual sunshine hours are 2691 hours, and the average frost free period is 143 days. The overall climate characteristics are: long sunshine duration, large temperature difference between day and night, and sparse rainfall. The total land area of the region is 2126 square kilometers, with a cultivated land area of 596700 acres, accounting for 18.71% of the total land area, and a per capita cultivated land area of 2.88 acres. Among them, the water area is 171900 acres. The total forestry land area in the region is 554000 mu, including 29000 mu of forest land, 475000 mu of shrub forest land, 50000 mu of other forest land, and 574000 mu of suitable forest land. In 2020, the forest coverage rate was 16.88% (Pingchuan District Statistical Yearbook 2021). Pingchuan District is rich in resources and energy. The coal reserves are 1.137 billion tons, with a dynamic holding capacity of 640 million tons. The annual production of high-quality coal is nearly 9 million tons, and the approved coal production capacity is 12.62 million tons. There is one large state-owned coal enterprise and 12 local coal mines. It has been discovered that there are over 4 billion tons of clay reserves, 8 ceramic enterprises of various types, and a production capacity of 10 million square meters of building ceramics and 3 million pieces of daily ceramics. It has been awarded the China Ceramic Industry Association as a demonstration base for the transfer of China's ceramic industry. The installed capacity of thermal power is 2.2 million kilowatts. The installed capacity of wind power is 154500 kilowatts, with 100000 kilowatts under construction and an annual power generation of 6.8 billion kilowatt hours. The Yellow River flows 35 kilometers through Pingchuan, with abundant spring water resources and unique hot spring resources. There are 19 springs with high annual flow, which are rich in essential rare elements such as selenium and strontium for the human body. In recent years, Pingchuan District has coordinated and integrated key construction projects such as mass resettlement, ecological restoration, industrial development, public services, and rural tourism, vigorously promoted the adjustment of agricultural industry structure, and planned and implemented a number of rural complexes such as Zaoshutai Agricultural Ecological Park and Fengjiasheng Modern Farm, paving a new path of prosperity rich in local characteristics. As of 2020, the green coverage area of Pingchuan District has reached 775.36 hectares, with a green coverage rate of 41.79% and a per capita public green area of 11.23 square meters. This once remarkable coal producing town and western coal capital has now taken on a new look, becoming a city of mountains and waters, culture, and livability. Construction location: Pingchuan District 2. Construction scale and content: The total length of the renovated road in this project is 1.44km, with an existing road red line width of 30m and a renovated width of 31m. The construction content includes road engineering, traffic engineering, lighting engineering, and water supply and drainage engineering. (1) Road engineering. After renovation, the road will be a two-way four lane urban secondary road with a design speed of 30km/h. The cross-sectional structure is: 2.0m (sidewalk)+2.0m (green belt)+4.25m (non motor vehicle lane)+14.5 (motor vehicle lane)+4.25 (non motor vehicle lane)+2.0m (green belt)+2.0 (sidewalk)=31m. (2) Transportation engineering. 10 signs and 1234.1 square meters of traffic markings will be arranged along the route. (3) Lighting engineering. Set up one 80kVA box type substation and install 80 LED street lights. (4) Water supply and drainage engineering. Dismantle 1380m of D300 rainwater pipe network, lay 1370m of DN500 rainwater pipe network, build 43 new rainwater inspection wells and 49 rainwater outlets; Lay a DN500 sewage pipeline network of 1320m and construct 39 new sewage inspection wells; Lay a DN160 water supply network of 1745m, construct 22 valve wells, 2 exhaust wells, 2 wet drainage wells, and 13 fire hydrant wells. Construction cycle and schedule plan: 24 months. 3. Investment estimation and funding sources. The total investment in this project is 29.2655 million yuan, of which 23.638 million yuan is for construction and installation costs, accounting for 80.77% of the total investment; Other construction costs amounted to 3.4597 million yuan, accounting for 11.82% of the total investment; The reserve fund is 2.1678 million yuan, accounting for 7.41% of the total investment.
