Background and Objectives of Construction: Baiyin City is located in the central region of Gansu Province, adjacent to the provincial capital Lanzhou and the national level new area Lanzhou New Area. It is an important non-ferrous metallurgy and chemical industry base in China. Currently, Baiyin City is seizing the opportunity of the construction of the "Lanbai Economic Zone" and the transformation of a "resource depleted city", accelerating sustained and healthy economic and social development, striving to build Baiyin into a modern city with a good ecological environment, complete infrastructure, developed social undertakings, and prosperous people's lives, making it one of the core cities of the "Lanbai Economic Zone" in Gansu Province. In May 2022, the Baiyin Municipal Government issued the "14th Five Year Plan for Comprehensive Transportation Development in Baiyin City". The "Plan" points out that transportation infrastructure still needs to be improved: the expressway network is not yet complete, and the interconnection of expressways between counties such as Baiyin to Dingxi, Baiyin to Huining, and Jingtai to Huining has not been achieved. The expressway routes need to bypass Lanzhou. The accessibility depth, technical status, and service capacity of ordinary national and provincial trunk roads and rural roads need to be improved, and the resilience of the road network needs to be strengthened. The mismatch between road grade and carrying capacity has led to a prominent phenomenon of mismatch between road administrative grade and technical grade. The 14th Five Year Plan period is the first five years to embark on a new journey of comprehensively building a socialist modernized country and advancing towards the second centenary goal. It is also a crucial period for the implementation of the Outline of Building a Strong Transportation Country and the Outline of the National Comprehensive and Vertical Transportation Network Plan by the Party Central Committee and the State Council. It is also an important five years for the transportation industry in Baiyin City to stand at a new starting point, accelerate high-quality development, and embark on a new journey of Baiyin modernization construction. The city's transportation should continue to play a leading and basic role in transportation, further improve the effectiveness, adaptability, and foresight of supply, serve regional coordinated development, and support the implementation of major national and provincial strategies; To provide higher quality road travel services, enhance people's well-being, and meet the needs of the people for a better life; To further improve the efficiency of transportation, freight and logistics, and build a modern circulation system; We need to work hard to break down institutional barriers and promote the integrated development of multiple transportation modes and "transportation+industry"; We should pay more attention to safety and green development, and build an ecological civilization system; To comprehensively enhance the efficiency of industry governance, promote the modernization of governance system and governance capacity; It is necessary to accelerate the construction of a modern high-quality comprehensive three-dimensional transportation network to lay a foundation for Baiyin to integrate into the "the Belt and Road" and build a sub core city of the Lanxi urban agglomeration. Pingchuan District is an important node of the Taodu and Lanbai Economic Zone in western China, and a sub center of Baiyin City. It is an industrial city mainly focused on energy, ceramic building materials, and deep processing of agricultural and livestock products. The current urban land is mainly distributed along the Leya Road to Changzheng Road in a strip pattern, and the urban structure is not entirely reasonable, with prominent transportation problems, which cannot adapt to the future development needs of Pingchuan District.

This project is a component of the Xiangquan exit of the Beijing Tibet Expressway, which vertically connects G341, G109, and the Baoshui Expressway. It is an important highway connecting Pingchuan District of Baiyin City with the Beijing Tibet Expressway, and also a connecting passage that runs through the urban area of Pingchuan District and towns along the line. At the same time, it undertakes the transportation service function of short distance, large capacity, and fast speed in the region, and plays a very important role in the road network of Pingchuan District of Baiyin City.

In order to seize a series of major policy opportunities for the country to implement the new round of western development strategy, rural revitalization strategy and the "the Belt and Road" strategy, closely focus on the coordinated promotion of the "four comprehensive" strategic layout, in accordance with the development direction of breakthrough, speed up and upgrading, connectivity, take the initiative to adapt to the new normal of economic development, actively seize new opportunities for transportation development, accelerate the construction of comprehensive transportation, quality transportation, safe transportation, intelligent transportation, satisfactory transportation, and constantly improve the level of transportation services, and strive to provide a strong transportation guarantee for the construction of a happy and beautiful new Gansu, Pingchuan District of Baiyin City timely carried out upgrading and transformation of the project.

Construction location: Pingchuan District, Baiyin City

Construction scale and content: Based on the functional positioning of this project, the terrain, geology, hydrology and other conditions along the line, regional road network planning, long-term traffic volume development prediction, and road network capacity analysis, in accordance with the provisions of the "Technical Standards for Highway Engineering" (JTGB01-2014) issued by the Ministry of Transport. The recommended scheme in the study is proposed to adopt the technical standard of first-class highway with design speed of 80Km/h and two-way four lanes for upgrading and reconstruction. The load level for new bridges and culverts adopts Highway I level, and the original standard is maintained by using the bridge. The recommended plan for this project includes a total of 147m/1 bridge (7-20m precast prestressed concrete box girder bridge), 8 culverts (5 new steel corrugated pipe culverts, 1 new reinforced concrete cover plate open culvert, 1 old culvert connected to a long reinforced concrete cover plate culvert, and 1 toll station passage culvert), 2 level crossings, 1 renovated toll station, 156 new lighting facilities, 1000m rainwater pipes, 1000m sewage pipes, 1000m heat pipes, and 1000m water supply pipes. The entire line is equipped with relatively complete traffic signs, markings, and traffic signal safety facilities.

Construction cycle and schedule plan: The feasibility study report and project approval for the project will be completed by July 2023; Complete the construction drawing design and relevant bidding documents, as well as the bidding work for construction and supervision in December 2023. Construction will begin at the beginning of 2024 and be completed and opened to traffic by the end of 2025, with a construction period of 24 months.

2、 The necessity of project construction

1. It is necessary to improve the functions of the road network, enhance the comprehensive transportation network efficiency and efficiency of the road network

With the rapid development and continuous improvement of coverage of highways and railways in our province, long-distance highway passenger and freight transportation has mainly been undertaken by highways and railways. Therefore, in order to ensure smooth flow of production factors across regions, improve the efficiency of comprehensive transportation operations, effectively support regional coordinated development and new urbanization construction, and improve the functions of regional road networks, it is of utmost importance. The current road network function in Pingchuan District is not perfect, and the main channel capacity is approaching saturation. The coordination and integration of national highways and regional road network transportation modes, as well as the overall integration with industries along the line, urgently need to be strengthened.

2. It is necessary to promote regional economic development and accelerate urbanization along the road.

The proposed project ends at Xiangyang Road in Pingchuan City, connecting with Century Avenue. It is an important component of the northern road network in Pingchuan District and plays a very important transportation function in the entire urban road network. However, the current rapid road system has not yet been formed, and the regional traffic congestion problem is severe. This project will change this situation. After the completion of the project, it can fully leverage the economic benefits of the land, drive the development of the surrounding land, provide favorable conditions for investment attraction, accelerate the urbanization process of the functional area, drive the rapid progress of the urban economy, and drive the economic development of the areas along the line.

3. It is necessary to achieve the 14th Five Year Plan for National Economic and Social Development, comprehensively strengthen infrastructure construction, and enhance support and guarantee capabilities. With the sustained and rapid development of the entire region's economy and society, accelerated adjustment of economic structure, and continuous strengthening of agricultural modernization, urbanization, and informatization, the total transportation volume will maintain rapid growth. It is required to further optimize and improve the regional road network, coordinate urban-rural development, and improve the level of public transportation services. In recent years, Pingchuan District has seized the important strategic opportunity of expanding domestic demand, increasing transportation infrastructure construction, and deepening the implementation of "fighting in the east, breaking through the central region, and promoting the western region" in transportation construction in Gansu Province. It actively strives for projects, vigorously implements road network renovation projects, and continuously optimizes the road network structure, laying a solid foundation for rapid economic and social development. This project is of great significance for the development layout of the urban pattern of "two axes, two centers, three belts, and six clusters" planned in Pingchuan District. It plays a driving role in the two development axes of the city, as well as in the planning of a comprehensive service center and a commercial center. At the same time, this project also serves as a link between the planned "six clusters". In addition, the project construction plays a positive role in achieving the regional transportation development goals of no more than 100 minutes for transportation within the city, no more than 30 minutes for transportation between the city and Lanzhou, and no more than 120 minutes for transportation between cities in the Lanbai Economic Zone.

3、 Implementation of project construction conditions

The project proposal has been approved (Pingfa Gaifa [2022] No. 123); Feasibility study has been approved (Ganjiao License [2023] No. 344); The land pre examination and site selection opinions have been processed (with reference number 620403202200609YSXZ19); The environmental impact report has been approved (Ping Huan Shen Zi [2023] No. 4); As of the end of August 2023, the road network installation has been completed. Approximately 30 million yuan has been invested, accounting for 18.5% of the total investment.

4、 Investment estimation and funding sources

The total investment for the construction of this project is 162.144 million yuan, of which the construction and installation cost is 118.86 million yuan, accounting for 72.9% of the total investment; The land use and land acquisition compensation fee is 20.818 million yuan, accounting for 12.8% of the total investment; Other construction costs amounted to 9.752 million yuan, accounting for 6.0% of the total investment; The reserve fund is 13.388 million yuan, accounting for 8.3% of the total investment.

5、 Funding implementation status
