1、 Project Overview
Project Name: Honghui Ecological Restoration Project in Pingchuan District, Baiyin City

Background and Objectives of Construction
Due to long-term coal resource development, various geological and environmental problems in Pingchuan District have become increasingly prominent, causing serious damage to local land resources and ecological environment, seriously affecting local economic development and social stability. The main task of this project is to restore vegetation in the coal mining subsidence area of the Honghui mining area, renovate and update the water supply facilities in the project area, provide supporting field drip irrigation facilities, and increase artificial nurturing and management measures, in order to solve the problem of ecological forest irrigation water in the project area, improve the survival rate of afforestation, improve the water supply conditions in the project area, and increase the water supply guarantee rate, thereby governing and improving the geological and ecological environment of the mine, and building an ecologically livable new Pingchuan.
Construction location: The project is divided into three areas. One of the areas is located on the west side of Gonghe Town, north of County Road 332, and west of Provincial Road 308; Area 2 is located on the north and south sides of the dam entrance; Area 3 is located on the north side of the Honghui Railway Line, east side of Provincial Highway 308, and south side of Jing'er River.
2、 Construction scale and content
The total planned area for this project is approximately 16172 acres, including 7265 acres for Area 1, 3164 acres for Area 2, and 5743 acres for Area 3. The implementation of greening covers an area of 14912 acres, including -6919 acres in Area 2, 2781 acres in Area 2, and 5212 acres in Area 3, with a maintenance period of 5 years.
(1) Forestry engineering. Plant 108580 lateral cypress trees, 75874 camphor pine trees, 261540 black locust trees, 54049 national locust trees, 65381 fragrant locust trees, 208308 sea buckthorn trees, 12865 sand jujube trees, 56049 Wen Guan Guo trees, 28243 mountain apricot trees, and 249203 Sichuan pepper trees.
Area 1: Planting 24903 lateral cypress trees, 7529 camphor pine trees, 104595 black locust trees, 25087 national locust trees, 36872 fragrant locust trees, 113323 sea buckthorn trees, 8311 sand dates, 56049 Wen Guan Guo trees, and 148101 Sichuan pepper trees;
Area 2: Planting 37058 lateral cypress trees, 9169 camphor pine trees, 37883 black locust trees, 23589 national locust trees, 20781 fragrant locust trees, 8569 sea buckthorn trees, 28243 mountain apricots, and 33189 Sichuan pepper trees;
Area 3: Planting 46619 lateral cypress trees, 59176 camphor pine trees, 119062 black locust trees, 5373 Chinese locust trees, 7728 fragrant locust trees, 86416 sea buckthorn trees, 4554 sand jujube trees, and 67913 Sichuan pepper trees.
(2) Forest fire prevention equipment. Purchase 50 wind fire extinguishers, 50 fire extinguishing tools, 100 No. 2 tools, 10 chainsaws, 10 irrigation machines, 10 igniters, and 100 sets of combination tools.
Area 1: Purchase 16 wind fire extinguishers, 16 fire extinguishing tools, 32 No. 2 tools, 3 chainsaws, 3 irrigation machines, 3 igniters, and 32 sets of combination tools;
Area 2: Purchase 16 wind fire extinguishers, 16 fire extinguishing tools, 32 No. 2 tools, 3 chainsaws, 3 irrigation machines, 3 igniters, and 32 sets of combination tools;
Area 3: Purchase 18 wind fire extinguishers, 18 fire extinguishing tools, 36 No. 2 tools, 4 chainsaws, 4 irrigation machines, 4 igniters, and 36 sets of combination tools.
(3) Road design. Laying a 4.5m wide mud bound crushed stone fireproof road with a length of 9462m
A 3.5m wide sand and gravel production road with a width of 22989m and a 2.5m wide plain soil production road with a width of 9724m, with 19 passing lanes and 16 new 5m wide road culverts.
Area 1: Pave a 4.5m wide mud bound gravel fire road of 3245m, a 3.5m wide sand and gravel production road of 8816m, a 2.5m wide plain soil production road of 4693m, set up 7 passing lanes, and construct 6 5m wide road culverts;
Area 2: Lay 3072m wide sand and gravel production road and 3056m wide plain soil production road, and construct 3 5m wide road culverts;
Area 3: Pave a 4.5m wide mud bound gravel fire road with a length of 6217m, a 3.5m wide sand and gravel production road with a width of 11101m, and a 2.5m wide plain soil production road with a width of 1975m. Set up 12 passing lanes and construct 7 5m wide road culverts.
(4) Afforestation and land preparation project. Fish scale pit of 125183m3, horizontal platform of 66693m3, backfill of 221477m3 with guest soil, and relocation of 28 graves.
Area 1: 48018m3 fish scale pit, 40088m3 horizontal platform, and 5 relocated graves;
Area 2: Fish scale pit of 22426m3, horizontal platform of 13269m3, backfill of 221477m3 with guest soil, and relocation of 5 graves;
Area 3: 54739m3 fish scale pit, 13336m3 horizontal platform, and 18 relocated graves. (5) Afforestation supporting system. Purchase 25106kg of water retaining agent, 201kg of rooting powder, 1205067kg of organic fertilizer, and 10000m of artificial planting site.
Area 1: Purchase 11309kg of water retaining agent, 91kg of rooting powder, 542828kg of organic fertilizer, and 4000 m2 of artificial planting site;
Area 2: Purchase 4651kg of water retaining agent, 37kg of rooting powder, 223224kg of organic fertilizer, and 2000 m2 of artificial planting site;
Area 3: Purchase 9146kg of water retaining agent, 73kg of rooting powder, 439015kg of organic fertilizer, and 4000 m of artificial planting site.
(6) Irrigation engineering. Newly built 96000m ³ 1 reservoir, 1 50000m reservoir, 1 70000m3 reservoir, totaling 216000m3. 6 new pump rooms, 1241 gate valve wells, 2162 drain valve wells, 367 exhaust valve wells, and 218 pressure reducing valve wells will be built, with 98.48km of main pipes and 173.49km of branch pipes laid. There will be 1104646 pressure compensating drip heads, 19 water pumps, 3 transformers, and 6 sets of control systems.
Area 1: Construct 1 96000m3 reservoir, 2 pump rooms, 598 gate valve wells, 1585 drain valve wells, 160 exhaust valve wells, and 45 pressure reducing valve wells, laying 46.71km of main pipes and 74.14km of branch pipes, supporting 497592 pressure compensating drip heads, 7 water pumps, 1 transformer, and 2 sets of control systems;
Area 2: 1 new 50000m water reservoir, 2 pump rooms, 237 gate valve wells (shared by pressure reducing valves), 418 drainage valve wells, 19.47km of main pipes and 38.88km of branch pipes laid, with 204623 pressure compensating drip heads, 6 water pumps, 1 transformer, and 2 control systems;
Zone 3: 1 new 70000m3 water reservoir, 2 pump rooms, 406 gate valve wells, 994 drain valve wells, 207 exhaust valve wells, 173 pressure reducing valve wells will be built, with 32.31km of main pipes and 61.02km of branch pipes laid. 402431 pressure compensating drip heads, 6 water pumps, 1 transformer, and 2 control systems will be provided.
3、 The estimated total investment of the project is 230.8516 million yuan, including 202.495 million yuan for engineering expenses, 17.3636 million yuan for other construction expenses, and 10.9929 million yuan for reserve funds.
